There are numerous answers over at this forum that were given by Microsoft Contingent Staff and that guide users to use Add-AppxPackage to reinstall builtin Windows Apps. Please, Microsoft state it somewhere that users MUST NOT use Add-AppxPackage to reinstall built-in apps! I believe this is a serious issue with Add-AppxPackage concerning 1511 behavior. Once such an app installs, its tile on the Start screen becomes active (previously they were blank as if there were no app resources). All I had to do to get the custom purchased apps working was to go to Windows Store, search for the app name and click My custom purchased Windows Apps were not fixed! I have found that in order to reinstall these apps I do NOT have to uninstall them first. Were updated versions of built-in Windows Apps available.

Then I ran Windows Store and checked for updates. When Windows Setup finished, I have found built-in Windows Apps restored and working. Since I am running a VHDX install, I attached the VHDX to a VM and ran setup.exe, then chose to Keep app settings.

I have finally resorted to reinstalling windows by pseudoudating it using the same version 1511 build 10586.0 ISO file that I have used to upgrade Build 10240. Well this is the world we live in And these are the hands we're given. This post on Serverfault seconds the issue.
